10/02/2010 Indico Systems sponsors the recent ‘Investigative Interviewing Conference’ - 23.02.2010

Indico Systems once again partnered up with The Investigator magazine to sponsor their latest 2 day conference held at the West Yorkshire police training school in Wakefield.

As usual, some high profile people were chosen to speak, focusing on suspect interviewing on day one and witness interviewing on day two. Indico Systems UK presented on both days, covering every aspect of what Indico can provide for all police forces country wide. Simon Jones, UK Sales Director, demonstrated the Indico Portable Recorder, Indico Recorder for use in custody and how these solutions can connect to Indico Server.

The conference concluded with the Indico-sponsored competition draw, won on this occasion by Annette Maslin from the Association of Chief Police Officers (TAM) - Annette walked away with the latest iPod touch. Commenting on the 2-event, Simon Jones said “This was another first class event organised by The Investigator. The auditorium was ideal and the varied audience seemed to get a lot from the speakers on both days. Danish Court introduces videoconferencing - 19.01.2010

Many miles travelling on the Danish road network is now a thing of the past for the Police and the Prison and Probation Service. With videoconferencing equipment in the courtroom, it is now possible to interview detainees in South Jutland who may not need to be physically present at the hearing. On January 18th 2010 the new technology was inaugurated by the city Court in Esbjerg

The Court Administration has, in cooperation with the Prison and Probation Service, the National Police and the Prosecutor General, led a project that equipped the Court in Esbjerg and Sønderborg, the police station in Esbjerg and four detention centers in South Jutland with both videoconferencing and Indico Audio recording equipment. The equipment makes it possible to hold certain hearings via video conference with participants from up to four locations.

• Previously the police have had to transport the prisoner to the court when the prisoner needed to have their case heard and journeys of 100 km are not uncommon for the police in these situations. Using the new equipment this hearing can take place via video conference between the court, the remand centre and the police.

• A prisoner that no longer has to be transported to court for a hearing is far less likely to attempt an escape.

• Equipment used for videoconferencing can also be used as ordinary AV equipment during the hearings, for example to show Police surveillance videos as evidence. Additionally, the equipment is used for secure audio recordings in the courtroom to securely record the trial.

Police District of Østfold and Vansjø Local Police - 15.01.2010

The three cities of Råde, Rygge and Våler have joined forces and organized themselves in a new police headquarters for these three cities, Vansjø. This will take effect from 01.02.2010 to coincide with the handover of the new headquarters.

Besides serving one of the most trafficked airports in Norway, Rygge, they will be serving 40,000 people in their three respective cities. For interviewing equipment, the choice was easy. Indico Systems Group were pleased to have been selected to install a brand new interview suite at their new headquarters building, and we are looking forward to further collaborations with Vansjø police in the future.

After an exciting year in 2009, Indico Systems UK continues to grow and we have started 2010 in bigger offices in Guildford. Police District of Oslo - 04.01.2010

Once more, the police district of Oslo, Norway, has chosen Indico for digital recording equipment. In addition to their existing 14 Indico Interview suites, they have decided to use Indico Video Conference to record their video conferences.

The district of Oslo Police Department serves 570,000 citizens and is the largest police district in Norway. With their new Indico VC Solution they will be able to do witness and suspect interviews remotely and remotely attend autopsies without travelling. Children’s Safe house, Tromsø - 28.12.2009

The Children Safe House in Tromsø, Norway has chosen Indico Systems Group to deliver and implement the latest Tandberg video conference equipment into their existing Indico solution of 2 Indico interview suites specially designed for the interviewing of children.

With the Tandberg Videoconference unit connected to our Indico recording solution, the Children’s Safe House will extend their ability to serve their huge district of 138,000 km2 and 463,000 inhabitants.

A few months ago, the Norwegian Minister of Justice hosted a conference titled “Breaking the Silence”, targeting domestic violence and Child abuse, at the Children’s Safe house in Tromsø. Some thirty Ministers of Justice from the Council of Europe attended, and were impressed by the Norwegian Governments’ approach to investigating and preventing child abuse and domestic violence, and their willingness to take advantage of new technology to achieve their goals.

OSCE Mission Kosovo selects Indico Systems - 30.11.2009

The OSCE Mission in Kosovo (OMiK) has chosen Indico Systems to deliver two digital interview rooms at their HQ in Pristina, Kosovo.

The OSCE Mission in Kosovo (OMiK) is responsible for institution and democracy-building, and the promotion of human rights and the rule of law. Together with the Mission's legal system monitoring, security sector monitoring provides a comprehensive overview of human rights accountability in the justice and police sectors.

In order to obtain an even higher level of adherence to international human rights standards, OMiK has decided to implement two advanced interview rooms from Indico Systems. The two rooms will be installed with Indico’s secure recording solution operated by a touch screen and recording from multiple cameras. This solution will help Police Officers to focus on fact-finding without focusing on taking notes during the interview. Indico’s secure recording solution will provide all the documentation needed for the accurate recording of the interview process.

Devon and Cornwall Constabulary selects Indico Systems for new premises in Bodmin - 30.11.2009

Indico Systems has been chosen to provide 4 interview recording solutions for Devon and Cornwall Constabulary.

The recording systems are going to be deployed in a semi-static environment and will be used for both witness and custody-based interviewing. To retain the maximum levels of flexibility, Devon and Cornwall Constabulary has opted for the Indico Portable solution, which comes in a hard flight case and can be deployed in a wide variety of scenarios.

The systems will be delivered in mid-December and will provide high quality Audio and Video recordings to complement the new facility for the CID team in Bodmin, Cornwall. The Faroe Islands Police advance on investigative interviews - 13.11.2009

The Faroe Islands Police advance their investigative interviews by implementing Indico Import in their daily work with witness interview.

The Faroe Islands are an independent customs territory and is not a member of the EU. The islands have their own flag, passports, driving licenses and car registration letter.

The Faroe Islands are an independent police district, which like the other Danish police are subject to the chief of National Police and Justice. The Police Corps, headed by a Police Inspector, perform most interviews with Dictaphones and have therefore decided to implement Indico Import to help them manage and store evidence/recordings in a common archive structure.

Indico Import gives the Police an opportunity to import interviews from digital Dictaphones and use the bookmark, archive, play back and transcribe functionalities as in Indico Audio and Indico Video. Read more...

Indico Systems involved in new project on video conferencing in Danish Courts. - 27.10.2009

This new project in the Danish Court, seeks to expand opportunities to use video communications in connection with extensions of pre trial detention.

The current rules in this area are so far that it is voluntary if the remand will participate in a video conference, which deals with extension of the remand, or whether the remand will appear in person in court.

The Danish Court Administration has in 2007 and 2008 conducted a pilot project on video conferencing. Against this backdrop, the administration of justice have delivered an opinion in which the Council concludes that in the light of the technological development and the experience gained from pilot experiments it is now safe to allow the use of video communication in a wider scale than the existing rules, including in connection with extensions of pre trial detention. The law has now been changed so the Judge can determine whether a prisoner must be personally present, or if a video conference will be sufficient.

Experience of the Court Administration pilot has shown that several detainees just did not want to consent to participate in the video conference, reason being the prisoner preferred a trip away from prison.

In the first instance there will be installed equipment by municipal courts, detention centre’s and police stations associated with the South Jutland police district, which will thus be able to use video communications in all types of cases, including extensions, with effect from legal force. Even the municipal courts and institutions in the context of previous experiments with video communication have already installed the necessary equipment and will be able to enroll in this new project as well.

Based on the experiences from the Audio recording Pilot project it has also been decided to install Indico Audio software in the courts.

Pilot project is scheduled to begin 1. November 2009. It also appears from the Law that the provided video conferencing equipment could later be installed and used throughout the country. It will, among other things, be given from the experience in South Jutland police district.

Police interviews at the touch of a button - 15.10.2009

Teesside has struck a deal to gain access to a vast range of police suspect and witness interviews which will be of huge benefit to both students and lecturers.

The University has teamed up with Indico Systems, a world leader in secure digital recording solutions, to adopt its digital recording technology.

Students and lecturers in the School of Social Sciences & Law will be able to use the technology to access, view and bookmark a wide range of suspect and witness interviews.

It will allow students to access the interviews via a secure digital network, so that they can be viewed from anywhere and at any time. Students and lecturers can also mark the recordings with digital bookmarks, making it easier to find specific parts of an interview or to search for a particular word or phrase.

Hundreds of police officers are trained at Teesside every year and the University also played a major part in the formation of the International Investigative Interviewing Research Group (iIIRG), which brings together academics and practitioners who wish to study and carry out research in investigative interviewing of suspects, victims and witnesses of crime.

Revolutionising the way we train police and students Gavin Oxburgh, Senior Lecturer in Forensic Psychology and Chairman of the iIIRG, said: ‘From a training perspective, the ability to clearly bookmark and retrieve good and bad examples of interviewing from thousands of hours of interviews will revolutionise the way in which we train police and our students.’

'I am also very excited by the idea that I could be on the other side of the world running an iIIRG workshop, and yet easily locate and pull up examples if a specific type of interview is being discussed or requested.’

Hamburg Police University chooses Indico Systems’ Portable digital recording solution - 30.09.2009

Hamburg Police University (Hochschule der Polizei Hamburg) has chosen an Indico Systems to deliver portable digital recording solutions to help with the education of students in interviewing techniques.

The Hamburg Police University has an internationally recognised bachelor degree programme within Safety Management (Sima) and the police. They have up to 400 students, and are characterised by the fact that the lecture halls and police headquarters are located close together. The Police University educates officer at Superintendent level within the branches of crime, protection, the Landeskriminalamt (LKA), the Criminal Investigation Department (KED), the Transport Directorate (VD) and at the National Riot Police (LBP).

Numerous well-known companies are also connected to Sima students in the form of collaborations, internships or scholarships. These companies include: Beiersdorf, Daimler Mercedes-Benz, North German Affinerie, Otto Group, People Power - Property and Plant Protection, Securitas, VSU-Hamburg-Guard and WAKO guarding and inspection service. Indico Systems UK attends NPIA Conference - 25.09.2009

Indico Systems UK were invited to attend the National Policing Improvement Agency (NPIA) conference, who are responsible and influential in making changes to the UK laws and legislations that govern the guidelines that investigative interviewing in the criminal justice sector are required to follow.

Indico Systems UK were given the chance to meet various people within the NPIA and also suppliers. The day provided a better insight into the processes the NPIA are taking to update areas such as Digital Interviews, Digital Imaging and Body Worn Video. This evolves from the latest strategy ISIS (Information Systems Improvement Strategy) which focuses on the transformation of police information and communications technology.

Indico Systems UK wins digital recording contract with Gloucestershire Constabulary

Indico Systems UK has won a contract to supply a digital recording solution to Gloucestershire Constabulary. Chosen after a competitive tender process, Indico Systems were selected following a final round of presentations at GPA headquarters at Quedgeley, Gloucestershire.

The details of the contract are available on request, however it comprises a purpose-built witness interviewing facility extending to four rooms, with the ability to connect to Indico Server in the future as the force network capability develops.

The importance of witness interviewing can be sometimes overlooked, as forces steer tightly controlled budgets towards custody improvements. Gloucestershire Constabulary had the opportunity to completely overhaul their witness interviewing facilities and have opted for the advanced Indico Video solution, complete with bookmarking, pausing and remote monitoring capabilities.

Triangle Services chooses Indico Systems - 04.08.2009

Indico Audio on trial - 28.07.2009

The Danish Court Administration has published information about the pilot project regarding the audio recording of the main negotiations in criminal cases.

Courts in Copenhagen, Aarhus, Helsingør, Roskilde, Glostrup and Bornholm are currently participating in an audio recording project that began in April 2008 and became fully operational on 1st of October 2008. This now means that the testimony of both witnesses and defendants in criminal cases will be admitted directly - without dictation from the judge - in selected courtrooms that have installed the technical equipment.

The courts official records will state that the statements have been submitted by audio recording and only where the case is appealed or if the prosecution or the defence requests a transcript, will a summary explanation be provided and the judge can always choose to use more traditional dictation, for example where incoherent statements have been made.

Improved flow in the courtroom

"Audio recording provides greater flexibility and provides a better flow throughout the trial, because the participants do not have to listen to the judge dictating the various statements. Similarly, we can avoid the time-consuming work of transcribing what has been said in the trial itself. I would like to see all courtrooms being able to record and store audio" says Henrik Engell Rhode, Justice of the Court in Bornholm.

“ The comment below comes from one of the legal employees in the Court”, explains Henrik ;

"Now we have finally got rid of the process of writing legal papers that no one bothers to read."

Thomas Lohse, a frequent judge at the court in Glostrup, also has a positive experience with audio recording;

"I see audio recording as the way forwards. Personally I save time, and it gives a more professional flow to the court proceedings because I no longer need to take so many notes during the trial. I can also have greater visibility over what is actually happening in the courtroom."

Henrik Engell Rhode explains that the techniques above can also help to educate the transcription secretaries, who normally require considerable experience to work in the courtroom. In cases that span several days, the parties must have a transcript of the hearing to take home each day, however through the use of audio this can now be done directly from the recorded digital file after the trial finished for the day.

Childrens Safe House in Norway choose Indico - 27.07.2009

The newest and largest Children Safe House in Norway has chosen Indico Systems to deliver all interview recording, monitoring and transfer equipment. Totally three interview suites will be equipped with pan, tilt and zoom cameras, microphones and remote control panels. All audio and video will be transferred to central server room. Monitoring and operating the interview rooms can be done from 3 special equipped monitoring rooms. Three Tandberg solutions has been linked up to the Indico systems for conferencing and remote interviewing purposes. Indico Server will also be a part of the solution giving the users easy access to previous recordings via network, or access to ongoing live interviews from their desktops. The Indico Server will also be available for Oslo Police Districts many Indico Interview suites, with central storage and archiving, remote access, transcribing functionalities. It’s expected to be operational from 1.september 2009

The Children’s safe houses (www.barnehuset.com) are cooperation between the regional police districts regional court districts and physical and psychological expertise. The objective is to improve legal protection for children and minimize the strain for children and next of kins with all expertise gathered at one place.

With this order, Indico Systems Norway has been preferred as main supplier to all six Children Safe houses in Norway.

Indico strengthens links with the International Investigative Interviewing Research Group (iIIRG) as Teesside University prepares to install an Indico server solution

Following last month's news that the University of Portsmouth had chosen an Indico Systems digital recording solution for the Institute of Criminal Studies, Indico is delighted to announce that Teesside University has also chosen to implement an Indico Server Solution.  The addition of Teesside University to Indico Systems’ ever increasing portfolio of UK customers (including several police forces and educational institutions) is a real coup, as Teesside is at the forefront of the field in this area, training hundreds of police officers every year from the Cleveland and Durham police forces, and running degrees in Policing and Investigations. The University also played a major part in the formation of the International Investigative Interviewing Research Group (iIIRG), a research group which brings together academics and practitioners who wish to study and carry out research in investigative interviewing of victims, witnesses and suspects of crime. The iIIRG is influential throughout the world in helping to shape interviewing policy and practice for police officers and other law enforcement agencies.  

Gavin Oxburgh, a Senior Lecturer in Forensic Psychology at Teesside University and Chairman and Founding Member of the iIIRG, is already looking forward to the many benefits that a fully networked digital recording solution can bring to his training and research.  

“The time saving and cost benefits of going digital have long been touted, but simply moving things from tape to CD isn’t really going to impact the work we do, nor save UK Police forces' time and money in the same way that a server-based interviewing solution will," he says. "The benefits of moving all our interviews and training modules to a server-based solution will be two-fold, as it will help both our police training courses and our research work with the iIIRG. From a training perspective, the ability to clearly bookmark and retrieve good and bad examples of interviewing from thousands of hours of interviews will revolutionise the way in which we train our students. In addition, the introduction of an e-learning course (which will allow students to study in their own time, from anywhere in the UK) will enable us to provide 24/7 access to all the resources the students will need."

"I’m also very excited by the fact that I could be on the other side of the world running an iIIRG workshop, and yet easily locate and pull up examples right there and then from the UK, in real time, if a specific type of interview is being discussed or needed," Oxburgh adds.

The University of Portsmouth selects Indico Systems - 22.06.2009

June 2009 – the University of Portsmouth has chosen an Indico Systems digital recording solution for the Institute of Criminal Studies.

The significance of this project is that it will see Indico Systems installing the first Indico Server solution in the UK, after several successful trials elsewhere in the UK and across Europe. Not only will the Indico Video solution be used to teach the latest interview techniques, via the 15" touch screen interface and PACE-compliant recording software, but students and University staff will be able to call up interviews and insert private and public bookmarks over the secure University network.

The University of Portsmouth is at the forefront of teaching in this area of Criminal Justice Studies and enjoys close links with many police forces, among them Surrey, Sussex and Hampshire. Dr. Becky Milne BSc (Hons)PhD CPsychol CSci AFBPsS, is a Principal Lecturer at the Institute of Criminal Justice Studies at the University of Portsmouth and is the course leader of the FdA Investigation and Evidence, a distance learning degree programme specifically for investigators. Dr. Milne is widely known throughout the law enforcement community and is looking forward to the many benefits of a fully networked digital recording solution.

Indico Systems UK exhibits at the Bond Solon Investigators Conference - 19.06.2009

Police district in Norway at the forefront of technology

Asker & Bærum have successfully been using Indico Video client since 2003. In connection with moving in to a new head office for the police district, Indico Systems has supplied the district with two new interview suites in addition to the two they had already. Since 1999 the Police in Norway have conducted hundreds of interviews on the Indico Video Client and burned the interviews onto DVD discs.

Change in requirements The Police district is now located in one big building with different blocks, and therefore evidence sharing takes time - a requirement from Police Management therefore was to be more efficient in sharing police interviews and to move a more secure and easier way of information handling than today. Asker & Bærum found that the Indico Server Solution would give the police a robust, secure and easy to use solution which fully lived up to the new requirements.

Indico Server is now installed and connected with the 4 interview rooms; the Police can now monitor in realtime or playback interviews conducted in the four rooms from every PC in the Police district. Already during this first week of the installation the Indico Server has proved its functionality and saved significant administration time for the police.

The Police district support 2 councils –Asker & Bærum is Norway’s smallest police district when compared in area (292 Km2). There are a total of 161.180 inhabitants in the district and the district has borders to Olso, Follo and Søndre & Nordre Buskerud police districts.

Swedish Hospital install advanced technology - 06.05.2009

Sahlgrenska University Hospital (Göteborg, Sweden) has installed Indico Video in a patient operating room.

Indico Video client has been incorporated into a Creston touch panel, where Doctors and Nurses can control all documentation in the operating room. X-ray, scanners, cameras and microphone input is stored in the Indico Video client.

In addition the Indico Server has been installed. Because the Hospital also works as University, students and teachers can log on to the Indico Server and view either live or in playback reel operations.

This specialized solution was delivered within only eight weeks from Indico was given the assignment.

Swedish Police chats with teenagers - 30.04.2009

Swedish Police have in coorporation with Indico Systems build a chat programme similar to the ones the teenagers use when they chat with each other on the Internet.

The object is to connect two computers, without any connection with another network so the Interviewing Officer can have a dialogue by chatting with the teenager. The chat will then be transcribed as an alternative to an ordinary dialogue interview. At the same time, a web camera in the computer and another camera installed in the room, will record the teenager. If the teenager manages to talk about the difficult things during the chat, the Interviewing Officer can take over and proceed with the interrogation the normal way and record it.

- The entire chat session will be recorded (Both the chat session [the text] and video of the person who sits at the computer)

- Indico will run on the Interviewing officers PC

- Indico PC will capture the screen of the chat PC as a video picture

- Indico will capture a picture of the person on the chat pc into a PiP

- The transcript/log from the chat session must be included in the Indico session

- The transcript/log from the chat session must be cleared between each interview

New standards in UK Interview Rooms - 18.03.2009

Various UK police forces are considering a move from analogue to digital technology for the recording of their investigative interviews. The old analogue machines are increasingly failing and can no longer be relied upon to perform consistently and provide recordings of a suitable standard.

Indico Systems is at the forefront of developing solutions that take maximum advantage of this changing landscape. Using Indico Systems technology, Leicestershire Constabulary is now benefitting from the first touch screen installation in the UK within their major crime division. Leicestershire Constabulary are now considering the next logical step, namely a move to the Indico Server platform. Using Indico Server, interviews can be retrieved within minutes of a interview ending – furthermore, interviews can also be securely monitored across the network.
